I've been tracking with a lot of what you're saying here but I do have a couple questions. Do you have any further references on the 1st year of the next cycle beginning on the 50th year of the previous cycle? The best argument I see for that right now is that some of the other signs point to this year being the Jubilee. I still, though, question why Shavuot is a 50 but does not (seemingly) begin a new cycle.
Also, it's clear that, if Usher's dates are right, and if the 50/1 count is the right accounting, 2025 (on 1 Nisan) would be the 70th Yovel, but I've always assumed when Jesus started his ministry by proclaiming Isaiah 61 (Luke 4) he was declaring that it was the time of release and that it would be a Jubilee year. But, if this Jubilee cycle is this accounting, there would've been a Jubilee in 16 AD and then not another one until 65 AD (at least that's the math my ridiculous spreadsheet came up with...). So either Jesus began his ministry in 16 AD or that proclamation wasn't proclaiming Jubilee, even though that's what should be expected by the reading of the Jubilee scripture (especially since he says that the scripture was fulfilled that day).

- Regarding whether the cycle is 49 versus 50 years, think about Daniel 9:24-27, the 70 weeks prophecy. It's all in multiples of 7. The number 50 doesn't fit. Gabriel told Daniel there'd be:
- 7x70=490, or ten 49-year Jubilee cycles of years, broken down into:

62 Sevens
1 Seven
- 490 years is 70 shmitahs, or 10 Jubilee cycles of 49-years each

- Regarding Luke 4:18-19, where Jesus said, “The Spirit of the Lord is upon me, because he has anointed me to proclaim good news to the poor. He has sent me to proclaim liberty to the captives and recovering of sight to the blind, to set at liberty those who are oppressed, to proclaim the year of the Lord's favor.”
-- I believe your calculations are correct. Jubilee years occurred on 16 AD and 65 AD.

But, to fulfill the words in Isaiah 61, he proclaimed the blessings Israel could have received through his lordship. Even so, at the end of Matthew 23, on the night before his crucifixion Jesus lamented their rejection, saying, “O Jerusalem, Jerusalem, the city that kills the prophets and stones those who are sent to it! How often would I have gathered your children together as a hen gathers her brood under her wings, and you were not willing! See, your house is left to you desolate. For I tell you, you will not see me again, until you say, ‘Blessed is he who comes in the name of the Lord.’”
- Finally, regarding Luke 4:21, where Jesus said, “Today this Scripture has been fulfilled in your hearing,”
